Is this legit?

It doesn’t guess. It cites.

Where answers come from
Explanations draw on the official syllabuses and the textbooks loaded into GCEBot, and say what they used. Practice questions and mock papers are real GCE past-paper questions — “2019 O-Level Chemistry, Paper 1” — marked against the official marking scheme. Where a topic is not covered by loaded material yet, the answer is clearly labelled as AI-written so you know to check it.

Languages
English and French, and it follows you if you switch halfway through a sentence. Ask in French about a paper written in English and you still get a straight answer.
When it is available

What it will not do
It will not invent a past question that was never set, and it will not hand you a final answer with no working. When an answer is not backed by loaded syllabus material, it says so plainly instead of passing it off as official.

Do I need to download an app?

Does it work for both O-Level and A-Level?

Yes. Tell it which one you are sitting and it stays at that level — an A-Level answer on moles looks nothing like an O-Level one, and the past questions it pulls follow the same rule.
